There is this little girl on my street who is constantly crying and screaming ‘OW’ very loudly most days and nights and the parents are always just shouting aggressively at her, swearing at her all the time, which makes her cry more This is really upsetting to hear, it’s very distressing as it is constant. Would you speak to parents or contact social services?

Definitely report it. How old is the child? If they go to school and you know which one I would inform them too.
Don’t ever go to parents, always go to social. Record as much evidence and date and time it aswell.
Without a doubt , social services. Rather be overly cautious and potentially protect that little girl than the worst case scenario.
Defo call social services they may already be under there radar so any calls will hopefully get them a knock on door unexpectedly
I would call social services could be a safe guarding issue
Safeguarding is everyone’s responsibility, definitely log everything you witness no matter how small you think it is, if safe to do so record if you can.

Id go with police if you think shes in danger that doesn’t sound right
Tell them irs a emergency safe guarding of a child and they will contact social services but they will turn up immediately to assess situation x

Police over social as they can act immediately and do welfare checks etc they will contact social as well etc
If you contact the NSPCC they will alert all other agencies. I did this and the police literally went flying round there! Good luck 🤞
